Research and Development is vital to the Agency as it is the think-tank of the Agency.

Functions

1. The department keeps the Agency abreast of the latest development in environmental management.

2. In addition, the department has the responsibility of preparing the Agency’s annual budget. It also requests for all technical reports so they can be reviewed.

3. These reports include but not limited to Environmental Impact Assessment (EIA)Reports for new projects, Environmental Assessment (EA) Reports for existing facilities, Environmental Audit Reports (EAR) for appraising facilities’ environmental compliance and Post Impact Assessment (PIA) for impacted areas for both private and public establishments.

4. Consultancy services – Coordinate the procedure of operation for accredited consultant

5. Capacity building – Coordinate and facilitate the provision of technical and developmental training for staff.

6. Drafting of standards, regulations and guidelines

7. Registration, accreditation, and management of Environmental and acoustic consultants. 

8.Review of technical reports of development/existing projects that are prepared by accredited consultants of the agency. These include EIA, EAR, EA, EMP, etc. 

9• Conducting in-house training for members of staff to aid development and knowledge sharing. 

10•Conduct environmental research and publish papers in conjunction with relevant departments. 

11• Drafting of standard regulations & Guidelines in conjunction with relevant departments.

  • Q1. Which environmental document is statutorily needed by industrial and commercial facilities in Lagos state? 
  • RESPONSE: All industrial and commercial entities in Lagos State are to conduct and submit;
  • i. Environmental Impact Assessment (EIA): A Technical Report to be conducted by the proponent before commencement of any developmental project.
  • ii. Environmental Assessment (EA): A Technical Report to be conducted by a proponent who has commenced operation without conducting an EIA. 
  • iii. Environmental Audit Report (EAR): Technical Report to be conducted biennially, by all existing facilities that is every two (2) years.  
  • iv. Others are Environmental Management Plan (EMP), Post Impact Assessment (PIA) Report, etc.
  • Q2a.) How do I register as an Environmental Consultant?
  • b.) Is LASEPA accreditation a one-time registration?
  • RESPONSE:
  • a.The intending consultant must possess the right qualifications in the relevant field.
  • ii. Apply in writing to the General Manager.
  • iii. Will be notified or contacted for further action.
  • b.) YES, it is but the consultants’ certificate is renewed yearly.
  • Q3. Where do I find the list of LASEPA-accredited consultants? 
  • RESPONSE: Visit the LASEPA website www.lasepa.gov.ngfor list. 
  • Q4. What is the regulatory fee for review and approval of an EIA and EAR?
  • RESPONSE: Details on the process and procedures are available on the LASEPA website; however, the prices are dependent on the project’s sector, size, and impact on the environment. For further inquiries, kindly contact the Research and Development Department of the agency. 
  • Q5. Does LASEPA have accredited Laboratories apart from that of the agency where consultants are to carry out analysis of environmental components? 
  • RESPONSE: NO, however, the process of accreditation of environmental laboratories is ongoing.
  • Q6. Why is LASEPA promoting online submission of Technical Reports.
  • RESPONSE: It is an environmentally friendly approach to reducing Carbon Emissions in a bid to have a zero-emission state.  
  • Q7. How do I submit Technical Reports online?
  • RESPONSE: The process is seamless. Kindly visit reports.lasepa.gov.ng. For assistance, please contact the Research and Development Department of the agency.
  • Q8. Is LASEPA Resource Center i.e. E-library accessible to non-LASEPA staff? 
  • RESPONSE: Yes, it is, every Lagos State staff and students of tertiary institutions can access it freely and it is also open to Researchers. 
  • Q9. Can payment of bills be made without necessarily visiting the agency?
  • RESPONSE: 
  • • Yes, it’s possible. Please liaise with the Research and Development Department. Bill will be generated which can be used for payment at designated banks.
  • • However online payment is also available. 
  • Q10. How long does it take to renew my consultancy? 
  • RESPONSE: Once payment is made and verified, it may be ready within twenty-four hours.
