PROHIBITION OF NOISE IN PRIVATE AND PUBLIC PLACES Section 177 Sub-Section 1 and 2.

MANDATE – NOISE POLLUTION CONTROL
Section 199, Sub-Section K, L, M.
The Agency (LASEPA) shall have power to make regulations on:
(K) Noise standard for any product or class which emits noise capable of adversely affecting the public health or welfare.
(L) Noise standard for any product or class which is sold wholly or in part on the basis of its effectiveness in reducing noise.
(M) The Agency shall have power to make regulations on noise pollution standards in any residential, religious, commercial, industrial or any other premises with a view to controlling the psychological and physiological effects of noise on human and the effects of noise on domestic animals, wildlife and property.
(N) Procedure for application for permit under part vi.

FUNCTIONS
1. Investigate and resolve public complaints/disputes on noise pollution from industrial, commercial and residential areas of Lagos State.
2. Mediate on environmental disputes between complainants and respondents.
3. Constant sensitization of the public on noiseless Lagos to reduce noise prone activities within respective environment (residential, commercial and industries using noise pollution prevention techniques.
4. Enlightenment comparing on pollution prevention within the 57 local government areas/LCDA on the state.
5. Represent the agency at inter-ministerial meeting on matters bordering noise pollution control.

Q1. What is Noise Pollution?
Ans. Noise pollution is an unwanted or disturbing sound that affects the health and well-being of humans and other living organisms

Ans. LASEPA Standards for ambient noise levels

Q3. How can noise be measured?
Ans. It can be measured using the noise/sound meter equipment which is readily available in science stores or use of downloaded Sound App on Smart phones.

Q4. What are some of the abatement measures put in place to control sound generated.

Ans.
1. Engagement of LASEPA accredited sound Engineers to soundproof structures that require regular use of sound systems/musical instruments that could possibly raise the level of the sound generated beyond the permissible standard for the environment.

2. Self Regulation by way of monitoring/controlling sound level generated to ensure compliance to the set standard for the environment in use.

Q5. What are the effects of noise on human health?
Ans.
Physical effects: (Hearing defects, Cognitive impairment in children)
Physiological effects: (Increased blood pressure, cardiovascular disease, headache and ulcer)
Psychological effects: (sleep disorders, irritability and stress.
Work performance: Low productivity, reduction in creativity.

Q6. What is the purpose of obtaining sound control permit for Events?
Ans. Sound Control Permit is obtainable for outdoor activities that require the use of musical instruments for a short period. This Permit allows for additional 10-20dB sound in excess of the permissible limit for the environment in use, and it is time bound. It is strictly monitored and regulated by officers.

Ans. Complaints are reported through;
Letters and petitions to the office of the General Manager.
