MONITORING AND COMPLIANCE UNIT

The main thrust of the Monitoring & Compliance is to assist organizations and facilities to meet up with regulatory standards, especially in cases which the agency has discovered lapses. The Department assists public and private organizations, Industries, businesses and non- governmental organizations to achieve compliance by providing Environment friendly solutions to varied environmental challenges. We encourage all organizations that impact significantly on the environment to make use of best Available Technology while providing training and relevant networking that will assist them to meet regulatory standards at a business-friendly cost.

Functions

1. Monitoring and controlling industrial activities to ensure compliance with environmental standards and guidelines of the Agency;

2. Protecting health and welfare through public enlightenment and attending to public complaints through environmental investigations;

3. Monitoring of packaged water facilities to ensure safe water production;

4, Advocacy/sensitization of market men/women through pollution prevention approach;

5. Carrying out environmental sanitation exercise every last Thursday of the month on all industrial facilities and markets;

6. Sampling of water, air and noise at all industrial visits to ascertain compliance;

7. Visits to filling stations for data assessments and inventorization of Petroleum Products Underground Storage Tanks (UST);

8. Inspection of Environmental Management Plan (EMP) to Iron and Steel facilities within Lagos State;

9. Industrial visits to eateries, hotels, bakeries and agricultural outfits (large scale) to ascertain level of compliance to regulatory standards;

10. Participating in World Environment Day Celebration every 5th day of June, annually.

11. Co-ordinates Compliance monitoring visits to all facilities.

12. Coordinates Compliance Assurance to facilities having challenges on respective issues.

13. Oversees continuous training and manpower development for facilities and deserving organization.

14. Designing and supervising baseline studies on compliance monitoring exercise;

15. Formulating standards for compliance status

16. Other ad-hoc assignments as directed by the Agency

Q1. What is the full meaning of your Agency LASEPA

ANS- Lagos State Environmental Protection Agency.

Q2. Where is your address/Location?

ANS- LASEPA building Governors Avenue, The Secretariat Alausa, Ikeja, Lagos, Nigeria

Q3.What arethe reason for sealing facility?

ANS- The Agency over a period of time investigated complaint on Sanitation and environmental nuisances caused by the operations of Churches, Club Houses, Hotels and Companies which resulted into pollution of the environment. However, despite the issuance of abatement notices, the nuisance remained unabated.  

Q4. Noise pollution (What is the permissible Decibel)?

ANS- The permissible decibel is 55dl during the day time, 45dl at night 

Q5. Why should we pay for Environmental Development Charge (EDC)?

ANS– Environmental Development Charge is paid because it is the statutory bill for development of the environment and is mandatory for all business facilities in the state. The government remediates the environment by charging EDC.

Q6. Why collecting water sample from facility?

ANS- Water samples are collected mainly for Laboratory analysis to determine water quality test include; PH testing, Temperature testing, chloride test, salinity testing, dissolved oxygen test and Turbidity test.

Q7.How often should companies/facilities fumigate?

ANS- Food processing companies are regulated to fumigate monthly while manufacturing companies are expected to fumigate quarterly 

Q8.What is E.A.R (Technical Report)?

ANS- E.A.R is Environmental Audit Report; is a management tool comprising a systematic, documented, periodic, and objective evaluation of how the environmental organization, management, and equipment are performing with the aim of  helping to safeguard the environments.

Q9. Why having different report review year for NEASRA & LASEPA?

 ANS- LASEPA review is done every 2 years while NEASRA is reviewed every 3 years.
